GENERAL RULES
GENERAL RULES
Section 1. NAME.
This organization shall be known as the Asia Pacific Cervical Spine Society (APCSS).
Section 2. PURPOSES.
The purposes of the Asia Pacific Cervical Spine Society are to advance the quality of scientific
knowledge and exchange in clinical practice and basic study among medical specialists related to the
spinal diseases from the Asia-Pacific regions who demonstrated and have continuing interests in the
cervical spine disorders and to promote friendship among the members.

Section 3. ACTIVITIES.
In order to attain its purpose, the society’s activities are as below:
(a) To open annual scientific meetings and training courses
(b) To publish official scientific journals
(c) To perform general affairs to promote among the members and to defend rights of the members.
(d) Other business which are to attain the purposes of the society.

ARTICLE Ⅱ
MEMBERS
MEMBERS
Section 4. REQUIREMENTS AND DUTIES FOR MEMBERSHIP.
The Members of the society shall consist of three (3) classes: active member, corresponding member and special member.
Active members -
This membership class (shall be limited to MDs, DOs, and PhDs) shall include medical specialists those who are related to the spinal diseases from the Asia-Pacific regions and demonstrate continuing interest in the treatment of the cervical spinal disorders. Those individuals are eligible to membership as active members.
The former regular members shall retain their membership as active members without any further particular procedures.

Corresponding members -
This membership class shall include medical specialists those who are related to the spinal diseases from countries other than the Asia-Pacific regions and want to become a member of this society.
Those individuals are eligible to membership as corresponding members. Each corresponding member has the right to vote, but does not have the right to be elected as the president or to attract the meeting site.

Special members –
A Special member designation is opened to any individual who made significant contributions to the society upon approval of the Membership Committee.
Section 5. APPLICATION TO MEMBERSHIP.
(A curriculum vitae must accompany the application or request for an application.)
As the applicants should be the persons who have completed the medical doctor course from the countries where meet the qualification of membership in the section 4, requirements for membership shall include completion of the application form and at least one letter of recommendation from old members.
Membership applications shall be reviewed and evaluated by the Membership Committee who shall make the final approval for membership.

Section 6. DUTIES OF MEMBERS.
Any member of this Society must adhere the rules and bylaws of the Society and shall pay the prescribed annual dues.
Any member of this Society are strongly encouraged to attend at least one annual meeting every four (4) years or to present scientific papers.
In case that those members who do not pay the annual dues or do not attend the meeting for three years on end, can be expelled from the membership.
But Honorary President and the Special Members shall not pay the annual dues and the expenses for meetings.

Section 7. THE BOARD OF DIRECTORS
The society shall place the following board of directorss.
a. President - the President shall represent and manage general affairs of the society.
b. President Elective – who shall serve the following year as President and shall serve as President at the time of an absence of the President, including the remainder of the President’s term of office.
c. Vice President - who shall serve the following year as President Elective and shall serve as President Elective at the time of an absence of the President Elective, including the remainder of the President Elective’s term of office.
d. Secretary General
e. Treasurer
f. Scientific Committee Chair
g. Membership Committee Chair
h. Editorial Committee Chair
i. Such other special officers
j. Honorary President

Section 8. ELECTIONS TO THE DIRECTORS
President, President elective, Vice president : In principle, the local president of the country which holds the annual meeting shall be the president during the meeting schedule starting from the initiate date of the meeting; thus, the local president of the meeting for the following year shall be the president elective.
The president elective shall be the president in the following year. The local president of the meeting for the year after next year shall be the vice president and then become the president elective in the following year.
The executive committee has the authority of final approval for the president, president elective and the vice president and the approval shall be withdrawn when the above executive has the critical disqualification.
The secretary general, treasurer, scientific committee chair and membership committee chair are appointed by the president.

Section 10. COMMITTEE.
Executive committee: The executive committee shall consist of 2 – 3 persons of senior active members who represent each country and directors. After the recommendation of active members of each country, the president shall appoint the executive committee and the president shall become the committee chair. According to the numbers of active members of each country, the numbers shall be fixed flexibly.
The executive committee has the rights to elect the directors and following meeting site as well as to decide the all sorts of issues for the society.
Scientific committee: The scientific committee shall take charges of academic activities and have the rights to select the abstract submission, topic selection and special lectures etc.
Membership committee: The membership committee shall review the membership qualifications of the members and settles final approvals.
Editorial committee: The editorial committee shall take charges of publications of academic journals.

On the annual executive committee meeting, the place for the year after next year will be decided.
Before the annual executive committee meeting, the country which intends to hold the meeting should submit the application.
On the annual executive committee meeting, the country which wins simple majority support from executive member will get the priority to hold the meeting of the year after next year.

The fiscal year of the Society shall begin on the first day of the annual meeting and shall end on the following annual meeting at each year.
The operational expenses of the society shall consist of membership fee as well as other profits.

AMENDMENT OF BYLAWS
AMENDMENT OF BYLAWS
An affirmative vote of two-thirds of the members present in person, or by proxy, at the meeting is necessary for the adoption of any amendment to these Bylaws.
ADDITIONAL RULES
This rule will take effect on and after November 6, 2009.
